Audiences: Running an opt-in program with 10DLC or Toll-Free numbers
Scale to Win Text allows organizations to create and manage Opt-in Audiences composed of subscribers who have consented to receive messages via a 10DLC or Toll-Free number. This functionality is key for developing and cultivating highly engaged, warm contact lists. Learn more about creating Audiences here.
Note: You will need an active 10DLC or Toll-Free registration to use this feature. Additionally, you’ll need a new 10DLC number that hasn’t texted contacts who have not opted-in previously. Read here for more information about phone number registrations.
Set up a 10DLC or Toll-Free number for opt-in texting
If you are interested in setting up a 10DLC or Toll-Free number to message a subscribed audience, please submit a ticket to our Client Support team, or book time to chat with our Registration Ops Team.
Scale to Win staff will add a new 10DLC or Toll-Free number which is strictly designated for texting contacts who have explicitly opted in to receive messages from your organization.
Note: When a subscriber opts out after receiving a message from an opt-in 10DLC or Toll-Free number, the opt-out is applied all opt-in numbers in the subaccount This means that the opt-out will carry over to any new opt-in numbers added to that audience, including Short Codes.
Using your Opt-In 10DLC or Toll-Free number in a Campaign
Once the Scale to Win team has set up an opt-in 10DLC or Toll-Free number for your opt-in audience, these numbers will be marked with a yellow Opt-In flag. This flag is visible during the Sending Numbers step of campaign creation.

If you choose the Opt-In number, we scrub your lists to include only opted-in subscribers during the Load Contacts step.

Note: The Subscribers page has been renamed Audiences. You can click on the Audiences link in your sidebar to view your opt-in audience (Subscribers), filters, and manage audience settings.
How Can This Feature Help Your Organization?
1. Higher-quality, more engaged audiences
By separating opted-in contacts into dedicated Audiences:
- You are texting people who have explicitly consented, which improves trust and engagement
- Messages go to a warm list, leading to better reply rates, click-throughs, and donations
- Campaign setup prevents accidental texting of non-opted-in contacts
Impact: Better performance and less list fatigue.
Faster list growth while you’re waiting for your Short Code
Short Codes can take weeks to provision and are expensive. With this feature:
- You can start collecting SMS opt-ins immediately, upload them to your opt-in audience and message subscribers using an opt-in 10DLC or opt-in Toll-Free number
- When you Short Code is activated, you already have a subscriber audience you can start messaging right away
- This shortens the time between “we want to text” and “we’re texting people who asked to hear from us.”
Impact: Faster campaign launches, quicker fundraising pushes, and earlier audience engagement.
3. Stronger compliance and risk reduction
This feature helps you stay compliant with carrier and legal requirements:
- Opt-in status is enforced at the number and audience level
- Opt-outs automatically apply across the entire opt-in audience—even if you add new opt-in numbers later

During campaign setup:
- Opt-In numbers are clearly labeled with a yellow Opt-In flag
- Only opted-in contacts can be texted when using those numbers
